UK pension group 3173 appoints Phil Warner as Head of Technical Research & Policy

3173 Limited (“3173”) a leading UK pension governance, advisory, investment and technology group which includes the Dalriada Trustees, Spence & Partners and Mantle businesses, has appointed Phil Warner as Head of Technical Research & Policy.

In this role, Phil will be responsible for providing support on regulation, legislation and pensions technical policy across the Group. He will work with each of the Group’s businesses to interpret guidance, support its delivery to clients, and help identify potential new areas for service expansion.  He will also support senior executives in developing 3173’s responses to proposed regulatory change, both directly and within relevant pension industry organisations.

Phil brings more than 25 years of experience in technical research, government and industry engagement (policy and technical), legislative interpretation and implementation. He most recently served as Head of Regulatory Development and Policy for Hargreaves Lansdown. He is also a Board and Technical Group Member for the Pension Scams Industry Group (PSIG).
